This rat custom has engine from Moscvich 412 or similar (2140, 2141) and air filter from Moscvich 2141 (aka Aleko).

Here you can read about this bike. But its is russian forum, try use some on-line translater. Owner of this cycle is guy called “ghost”. But some said this bike now not existed.
Tank and probably other parts look to be from a Ukrainian Dnepr.
